The above seems to indicate that if the new Head Master could have been appointed earlier, he would have had the sole control enjoyed by Dr. Stewart and the Inspector of Schools would never have examined the Central School.
The question has now grown more important, for the extension of studies, the increase of English staff, the larger number of boys, all raise Victoria College considerably above the level of the Central School. If then the Central School should have been under the sole control of its Head Master, much more should Victoria College.
To hand over the College to the direction of the Inspector of Schools, whenever an Acting Head Master is in charge, would be only to repeat the confusion recorded above. The second Master knows much more of the principles upon which the College is conducted, and the standard of each class than the Inspector of Schools possibly can. I do not think any difficulty would arise from the second Master as Acting Head Master holding the examination once in eight or ten years.
